Libya Stabilization Act Reintroduced on the Floors of Congress

(Washington) Today, the Libya Stabilization Act was reintroduced on the floor of the House of Representatives by members of the Committee on Foreign Affairs, along with a companion bill introduced in the Senate. We applaud the committee and U.S. lawmakers for their work on this bill, which holds the potential to substantially aid peace building initiatives in Libya through American policy. The Libyan American Alliance further urges members of Congress and President Biden to take a vested interest in deterring the involvement of outside actors whose illicit actions continue to destabilize Libya. This bill and its swift promulgation must be one of many steps taken by the United States to support the future of a Libyan democracy.

Reps. Deutch, Wilson, Malinowski, Lieu Reintroduce Bill to Address Libyan Conflict

(Washington) Today, Congressman Ted Deutch (D-FL), Congressman Joe Wilson (R-SC), Congressman Ted Lieu (D-CA), and Congressman Tom Malinowski (D-NJ) reintroduced the Libya Stabilization Act, legislation to support American policy, deter foreign interference, and advance a peaceful diplomatic resolution to the conflict in Libya.

A Senate companion bill was introduced by U.S. Senators Chris Coons (D-Del.), Lindsey Graham (R-S.C.), Chris Murphy (D-Conn.), and Marco Rubio (R-Fla.).

This legislation sanctions individuals who commit human rights violations in Libya, support foreign military intervention in Libya, or threaten the peace, security, and stability of Libya. It authorizes the Department of State and USAID to provide humanitarian assistance to Libyans and international migrants. The bill also authorizes U.S. support for efforts to strengthen good governance, promote anti-corruption, support free and fair elections, and foster economic recovery in Libya.

A previous version of the Libya Stabilization Act passed the U.S. House of Representatives in November 2020.

“In recent months, Libya has experienced a ceasefire and sustained diplomacy that resulted in a new interim government and elections scheduled for later this year. I’m heartened by the Biden Administration’s renewed focus on Libya,” said Congressman Deutch, Chairman of the Subcommittee on the Middle East, North Africa, and Global Counterterrorism. “However, the path ahead remains difficult. Specifically, progress on securing the withdrawal of foreign weapons, soldiers, and mercenaries from Libya remains elusive. This bill supports humanitarian assistance, future elections, and enforcement of the UN arms embargo – measures that will enhance U.S. diplomacy, reinforce ongoing negotiations, and provide greater peace and opportunity for the Libyan people.”

“The conflict in Libya, further fueled by malign outside forces, has taken a huge toll on the region and on the lives of the Libyan people. While the recent ceasefire and upcoming elections offer hope for the future, there is much to be done in the direct aftermath to sustain long-term stability,” said Congressman Wilson, Ranking Member of the Subcommittee on the Middle East, North Africa, and Global Counterterrorism.” I am grateful to be a lead co-sponsor of this important bill that supports critical humanitarian aid, election integrity, and consequences for external interference.”

“Outside powers are mostly to blame for aggravating and prolonging Libya’s post-Qadhafi transition,” said Congressman Malinowski, Vice Chair of the Foreign Affairs Committee. “Rep. Deutch’s bill will help to expose and impose consequences for the external meddling responsible for the violence and war crimes in Libya.”

“The bipartisan Libya Stabilization Act imposes costs on those seeking to stand in the way of a diplomatic solution in Libya while signaling to parties on the ground that the United States is committed to supporting peace and stability for the Libyan people,” said Senator Coons. “Recent progress, facilitated by the United Nations, has led to the creation of an interim government and elections are on track to take place at the end of this year. The United States should be doing all we can to maintain this positive momentum and ensure that foreign meddling or another crisis does not derail the political process.”

“The war in Libya has plunged the country into a humanitarian crisis and provided a vacuum for extremist groups to operate. A whole host of outside actors have poured in money and weapons to rival groups in the conflict, making it more deadly and even harder to resolve. We need to hold all those that seek to spoil Libya’s democratic transition accountable, and support democratic institutions in Libya with funding and high-level diplomacy for them to succeed. I’m glad to support the Libya Stabilization Act that does just that,” said Senator Murphy.
